Aleph Strategies is an independent research, monitoring, evaluation and strategic advisory consultancy working with governments, international organisations, non-governmental organisations, foundations and other public-interest institutions. Through our Canadian, UK and French operations, we provide rigorous, practical and evidence-based services that help organisations assess performance, strengthen programmes, inform policy decisions and improve results.

Our core services include:

Programme and Policy Evaluation: We design and conduct independent evaluations of public policies, programmes, projects and initiatives. Our services include formative, summative, developmental, process and impact-oriented evaluations; performance assessments; institutional reviews; and evaluations of relevance, coherence, effectiveness, efficiency, impact and sustainability. We develop evaluation frameworks, theories of change, indicators, methodologies and actionable recommendations.

Research and Policy Analysis: We undertake applied research, policy reviews, needs assessments, feasibility studies, baseline studies, comparative analyses and evidence reviews. We combine qualitative and quantitative methods to generate reliable findings that support strategic planning, programme design and decision-making.

Monitoring, Evaluation and Learning (MEL): We design, review and strengthen monitoring, evaluation and learning systems, including results frameworks, performance measurement frameworks, indicators, data collection tools and reporting arrangements. We support organisations in tracking progress, assessing outcomes, identifying lessons and using evidence to improve performance.

Strategic Planning and Organizational Reviews: We support organisations in developing strategies, reviewing institutional performance, assessing governance and operational arrangements, and identifying opportunities for organizational improvement. Our work includes strategic assessments, organizational evaluations, institutional capacity assessments and the development of practical recommendations and implementation plans.

Stakeholder Engagement and Consultation: We design and facilitate participatory research and consultation processes, including key informant interviews, focus groups, surveys, workshops and stakeholder consultations. We work with public institutions, civil society organisations, communities and other stakeholders to ensure that diverse perspectives inform research, evaluations and policy development.

Data Collection and Analysis: We provide mixed-methods research services, including survey design and administration, qualitative interviewing, document reviews, statistical and thematic analysis, case studies and field research. We apply robust quality assurance procedures and appropriate ethical and data protection standards.

Capacity Development and Learning: We facilitate workshops, learning exercises and technical assistance to strengthen organizational capacities in evaluation, results-based management, evidence use and strategic decision-making.

Aleph Strategies has delivered assignments for international institutions and development partners, including UNESCO, the World Bank, the British Council and the International Union for Conservation of Nature (IUCN). Our multidisciplinary team and international network of specialists provide expertise in governance, education, culture, media and information, civil society, institutional development and sustainable development.

We offer end-to-end consulting services, from inception and methodology design through data collection, analysis, reporting, validation and the presentation of findings. We work collaboratively with clients to deliver independent, credible and actionable research and advice.
